(<a href=\"https:\/\/asile.ch\/wp-content\/uploads\/2025\/04\/QUE02175A_scolarisation-CFA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">QUE 2175-A<\/a>)<\/p>\n\n\n\n<p>Y sont pr\u00e9sent\u00e9s les principaux obstacles rencontr\u00e9s par les autorit\u00e9s genevoises \u00e0 l\u2019int\u00e9gration compl\u00e8te des enfants jusqu\u2019\u00e0 15 ans dans le dispositif scolaire ordinaire: l\u2019ouverture de Palexpo aux r\u00e9fugi\u00e9\u00b7es d\u2019Ukraine saturant les \u00e9coles du Grand-Saconnex; la \u00abcrise migratoire aig\u00fce\u00bb \u2013 rengaine malheureusement toujours utilis\u00e9e pour justifier des solutions insatisfaisantes; et une demande de la commune \u00e0 scolariser les enfants au sein du CFA. Le Conseil d\u2019\u00c9tat explique avoir d\u00e8s lors cherch\u00e9 une solution interm\u00e9diaire, appel\u00e9e \u00abintra- et extra-muros\u00bb. <\/p>\n\n\n\n<p>Deux classes seraient ouvertes \u00e0 l\u2019int\u00e9rieur du centre pour les 4 \u00e0 15 ans avec possibilit\u00e9 de suivre le programme scolaire dans deux salles localis\u00e9es dans des \u00e9coles ordinaires plusieurs jours par semaine. Les 16-18 ans seraient accueillis \u00e0 Access II. <\/p>\n\n\n\n<p>Les efforts, y compris financiers, d\u00e9ploy\u00e9s par les autorit\u00e9s genevoises pour att\u00e9nuer l\u2019impact du s\u00e9jour en CFA sont notables. Mais ceux-ci se disputent \u00e0 une r\u00e9alit\u00e9 crue, intol\u00e9rable: des enfants, sur territoire cantonal, seront contraints d\u2019\u00eatre confin\u00e9s une partie de leur journ\u00e9e dans un lieu de semi-d\u00e9tention, par d\u00e9finition non ad\u00e9quat pour leur d\u00e9veloppement. S\u2019ajoute un autre \u00e9cueil, probablement minimis\u00e9 par le Conseil d\u2019\u00c9tat: les bonnes volont\u00e9s du canton resteront conditionn\u00e9es aux directives du <abbr class='c2c-text-hover' title='State Secretariat for Migration'>SEM<\/abbr> et aux personnes dirigeant le centre, notamment ORS. Il reste quelques mois avant l\u2019ouverture du centre. Aux autorit\u00e9s genevoises de se montrer \u00e0 la hauteur de ses engagements, en poussant, dans ses n\u00e9gociations encore en cours, vers une \u00e9cole compl\u00e8tement extra-muros.
