Les r\u00e9ponses donn\u00e9es par les autorit\u00e9s ont fait appara\u00eetre de grandes <strong>divergences entre les cantons <\/strong>et montrent que des <strong>marges de manoeuvre <\/strong>existent pour am\u00e9liorer la situation des b\u00e9n\u00e9ficiaires de l\u2019aide d\u2019urgence. L\u2019acc\u00e8s aux cr\u00e8ches, groupes de jeu et autres formes d\u2019accueil extra-familial n\u2019est pas garanti pour les jeunes enfants dans le syst\u00e8me d\u2019aide d\u2019urgence. Elle viole la Convention relative aux droits de l\u2019enfant des Nations Unies ainsi que les dispositions constitutionnelles prot\u00e9geant les enfants, les adolescentes et les adolescents.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Le point de vue de la psychologie du d\u00e9veloppement&nbsp;<\/strong><\/h3>\n\n\n\n<p>D\u2019un point de vue psychologique, ces r\u00e9sultats sont <strong>tr\u00e8s graves sur le plan du d\u00e9veloppement<\/strong>. Dans la pratique clinique, nous voyons que les enfants, les adolescentes et les adolescents qui vivent des phases d\u00e9cisives de leur d\u00e9veloppement au sein du syst\u00e8me d\u2019aide d\u2019urgence pr\u00e9sentent des <strong>sympt\u00f4mes psychiques et somatiques lourds ainsi que des maladies li\u00e9es au stress et des retards de d\u00e9veloppement<\/strong>. Ils appr\u00e9hendent leur vie d\u2019adulte avec une hypoth\u00e8que pour leur sant\u00e9 psychique et physique. Il faut d\u00e8s lors agir de toute urgence !&nbsp;<\/p>\n\n\n\n<p><strong>Nous, les sp\u00e9cialistes signataires, vous prions de prendre les recommandations de l\u2019enqu\u00eate<\/strong><span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_105703_1('footnote_plugin_reference_105703_1_6');\" onkeypress=\"footnote_moveToReference_105703_1('footnote_plugin_reference_105703_1_6');\" ><sup id=\"footnote_plugin_tooltip_105703_1_6\" class=\"footnote_plugin_tooltip_text\">[6]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_105703_1_6\" class=\"footnote_tooltip\"><a href=\"https:\/\/www.ekm.admin.ch\/fr\/nsb?id=102569\" data-type=\"link\" data-id=\"https:\/\/www.ekm.admin.ch\/fr\/nsb?id=102569\" target=\"_blank\" rel=\"noreferrer noopener\">La CFM demande une meilleure protection des enfants \u00e0 l\u2019aide d\u2019urgence<\/a> (Publi\u00e9 le 30.09.2024).<\/span><\/span><script type=\"text\/javascript\"> jQuery('#footnote_plugin_tooltip_105703_1_6').tooltip({ tip: '#footnote_plugin_tooltip_text_105703_1_6', tipClass: 'footnote_tooltip', effect: 'fade', predelay: 0, fadeInSpeed: 200, delay: 400, fadeOutSpeed: 200, position: 'top center', relative: true, offset: [-7, 0], });<\/script><strong> au s\u00e9rieux et de les mettre en oeuvre:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00e9viter l\u2019aide d\u2019urgence de longue dur\u00e9e (plus d\u2019un an) pour les enfants&nbsp;<\/li>\n\n\n\n<li>am\u00e9liorer les conditions de vie en cas d\u2019aide d\u2019urgence de longue dur\u00e9e&nbsp;<\/li>\n\n\n\n<li>garantir la participation sociale&nbsp;<\/li>\n\n\n\n<li>attribuer des h\u00e9bergements adapt\u00e9s aux familles et \u00e9quip\u00e9s de lieux pour se retirer et pour apprendre&nbsp;<\/li>\n\n\n\n<li>permettre l\u2019encouragement cibl\u00e9&nbsp;<\/li>\n\n\n\n<li>emp\u00eacher le manque de stimulation des enfants en \u00e2ge pr\u00e9scolaire&nbsp;<\/li>\n\n\n\n<li>am\u00e9liorer l\u2019acc\u00e8s \u00e0 l\u2019\u00e9cole publique et \u00e0 la formation professionnelle&nbsp;<\/li>\n\n\n\n<li>faciliter l\u2019acc\u00e8s aux traitements m\u00e9dicaux&nbsp;<\/li>\n\n\n\n<li>pr\u00e9voir des offres de prise en charge psychologique&nbsp;<\/li>\n\n\n\n<li>d\u00e9velopper des programmes de soutien psychologique&nbsp;<\/li>\n\n\n\n<li>permettre l\u2019acc\u00e8s aux loisirs&nbsp;<\/li>\n\n\n\n<li>d\u00e9finir des responsabilit\u00e9s et des processus en cas de mise en danger&nbsp;<\/li>\n\n\n\n<li>d\u00e9finir des normes uniformes et contraignantes et v\u00e9rifier leur respect r\u00e9guli\u00e8rement&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Nous cherchons le <strong>dialogue avec les instances de d\u00e9cision <\/strong>aux niveaux cantonal et national afin de mettre les recommandations en oeuvre. Nous vous prions de prendre position sur les questions suivantes:&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Dans quelle mesure y a-t-il lieu d\u2019agir dans votre canton compte tenu des recommandations ?&nbsp;<\/li>\n\n\n\n<li>Quels sont les \u00e9tapes que vous pr\u00e9voyez afin d\u2019am\u00e9liorer la situation des enfants ?
