Le 6 novembre 2013, un mois apr\u00e8s la trag\u00e9die de Lampedusa, le bureau europ\u00e9en de la\u00a0 Croix Rouge, avec Cecilia Wirkstr\u00f6m, a tenu une conf\u00e9rence intitul\u00e9e \u00ab\u00a0Shifting EU borders and the access to international protection<\/a>\u00ab\u00a0, au sein du Parlement europ\u00e9en, afin d’initier des discussions sur la cr\u00e9ation de corridors l\u00e9gaux pour acc\u00e9der \u00e0 la protection internationale dans l’Union europ\u00e9enne (UE).<\/h3>\n

La conf\u00e9rence a trait\u00e9 de th\u00e8mes tels que les cons\u00e9quences humanitaires de l’externalisation des fronti\u00e8res, un processus qui a modifi\u00e9 la responsabilit\u00e9 de la gestion de la migration, des pays d’origines des migrants aux pays de transit. Les participants \u00e0 la conf\u00e9rence ont \u00e9galement identifi\u00e9 de mani\u00e8re \u00e0 ce que l’UE puisse surmonter ces d\u00e9fis, surtout concernant la croissance des demandes de protection internationale dues au conflit syrien.<\/h3>\n

\"shifting\"<\/a>Speaking at the conference \u201cShifting EU borders and the access to international protection<\/a>\u201d, Member of the European Parliament (MEP) Cecilia Wikstr\u00f6m regretted that \u00ab\u00a0[t]he EU asylum system is only accessible for those who manage to reach the European Union borders, while the most vulnerable never make it here.\u201d One month after the Lampedusa tragedy, Wikstr\u00f6m and the Red Cross EU Office opened a discussion on the urgent need of creating legal channels for safe access to EU territory for persons in need of international protection.<\/p>\n

The Red Cross highlighted that protected entry into the EU is \u201ca matter of urgency\u201d and that promoting the issuing of humanitarian and protection visas, and resettling higher numbers of refugees, should be further explored by the EU and its Members States.<\/p>\n

\u201cWhat the EU Council did, is not sufficient, it is scandalous \u2013 the leaders of the Member States postponed the real discussion on migration and asylum, hoping that the problem will disappear,\u201d Wikstr\u00f6m said in reference to the European Council meeting<\/a> on 24 and 25 October 2013.<\/p>\n

Based on a report<\/a> published by the Red Cross EU Office, the panellists focused their discussion on \u201cexternalisation\u201d, the process by which EU Member States shift responsibility for migration control to the migrants\u2019 countries of origin and of transit. Speakers highlighted the repercussions of externalisation on migrants\u2019 ability access international protection and safety, driving forcing them to seek more dangerous routes and further increasing their vulnerability.<\/p>\n

Recommendations included among others to end detention of migrants and to establish independent border monitoring and reporting mechanisms in line with the principle of transparency and human rights standards.<\/p>\n

Tineke Strik, member of the Parliamentary Assembly of Council of Europe, emphasised that due to disagreements among EU Member States on who is responsible for disembarkation of migrants, lives of migrants are lost at sea. Strik also underlined that EU Member States should not be allowed to sign bilateral agreements with countries that violate human rights.<\/p>\n
