La premi\u00e8re \u00e9tape de la proc\u00e9dure consiste en la mise en demeure, au cours de laquelle la Commission europ\u00e9enne demande aux deux Etats de lui faire part, dans un d\u00e9lai d\u00e9termin\u00e9, de leurs observations sur le probl\u00e8me identifi\u00e9.<\/span><\/span><\/p>\n<p><span title=\"UNHCR, Amnesty International and the Bulgarian Helsinki Committee have already noted their concern about access to the territory in Bulgaria.\">The <a href=\"http:\/\/www.unhcr-centraleurope.org\/pdf\/where-we-work\/bulgaria\/refugee-situation-in-bulgaria-7-february-2014.html\" target=\"_blank\" rel=\"noopener\"><abbr class='c2c-text-hover' title='United Nations High Commissioner for Refugees'>HCR<\/abbr><\/a>, <a href=\"http:\/\/www.amnesty.org\/en\/library\/asset\/EUR15\/002\/2014\/en\/7a706247-94ac-4e65-a2e5-c7f8804c02bd\/eur150022014en.pdf\" target=\"_blank\" rel=\"noopener\">Amnesty International<\/a> and the <a href=\"http:\/\/www.novinite.com\/articles\/158133\/Bulgaria%27s+Turn+to+Reject+Immigrants\" target=\"_blank\" rel=\"noopener\">Bulgarian Helsinki Committee<\/a> ont d\u00e9j\u00e0 exprim\u00e9 leur pr\u00e9occupation \u00e0 propos de l&rsquo;acc\u00e8s au territoire bulgare. <\/span><span title=\"At the end of 2013, controls on the Bulgarian-Turkish border were significantly reinforced with the erection of a 32 km fence and the deployment of 1,500 police personnel posted at intervals of some 300 metres.\">\u00c0 la fin de l&rsquo;ann\u00e9e 2013, les contr\u00f4les \u00e0 la fronti\u00e8re bulgaro-turque ont \u00e9t\u00e9 consid\u00e9rablement renforc\u00e9s, par la construction d&rsquo;une cl\u00f4ture de 32 \u200b\u200bkm et le d\u00e9ploiement de 1&rsquo;500 agents de police post\u00e9s \u00e0 des intervalles de 300 m\u00e8tres.
