Cette situation a encore aggrav\u00e9, d&rsquo;apr\u00e8s les organisations,\u00a0 les conditions de sant\u00e9 mentale des personnes r\u00e9sidant dans le camp, ils en appellent donc \u00e0 la relocalisation imm\u00e9diate de toutes les personnes demandant l&rsquo;asile \u00e0 Lesbos dans des logements ad\u00e9quats en Gr\u00e8ce continentale et dans d&rsquo;autres pays de l&rsquo;UE<\/p>\n<p><a href=\"https:\/\/oi-files-d8-prod.s3.eu-west-2.amazonaws.com\/s3fs-public\/2020-10\/2020-10-21-lesbos-bulletin.pdf\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-61063\" src=\"https:\/\/asile.ch\/wp-content\/uploads\/2020\/10\/Sans-titre-5.jpeg\" alt=\"\" width=\"346\" height=\"322\" srcset=\"https:\/\/asile.ch\/wp-content\/uploads\/2020\/10\/Sans-titre-5.jpeg 621w, https:\/\/asile.ch\/wp-content\/uploads\/2020\/10\/Sans-titre-5-300x279.jpeg 300w, https:\/\/asile.ch\/wp-content\/uploads\/2020\/10\/Sans-titre-5-150x140.jpeg 150w\" sizes=\"auto, (max-width: 346px) 100vw, 346px\" \/><\/a>Les deux acteurs pointent \u00e9galement le fait que les autorit\u00e9s grecques ont recommenc\u00e9 \u00e0 traiter les demandes d&rsquo;asile, malgr\u00e9 l&rsquo;absence des garanties n\u00e9cessaires. Une d\u00e9cision qui selon eux refl\u00e8te le choix politique de la Gr\u00e8ce et de l&rsquo;UE d&rsquo;acc\u00e9l\u00e9rer la proc\u00e9dure d&rsquo;asile ind\u00e9pendamment du co\u00fbt en vies humaines.<\/p>\n<p>\u00ab <strong><em>Moria 2.0\u2019 represents another missed opportunity by Greece, the EU and EU Member States to address the underlying causes of a 5-year reception crisis experienced on the Greek islands<\/em><\/strong> \u00bb (Lesbos bulletin, 21.10.20, p.1)<\/p>\n<p>Le Conseil grec pour les r\u00e9fugi\u00e9s et Oxfam sont profond\u00e9ment pr\u00e9occup\u00e9s par le fait que cette approche est reprise dans la proposition de la Commission europ\u00e9enne sur un nouveau pacte sur les migrations et l&rsquo;asile. D\u2019apr\u00e8s eux, sur la base des premi\u00e8res \u00e9valuations, le pacte reprend les m\u00eames erreurs que celles qui ont d\u00e9fini les \u00e9checs massifs de l&rsquo;approche actuelle de l&rsquo;UE en mati\u00e8re de \u00ab\u00a0points chauds\u00a0\u00bb en Gr\u00e8ce.<\/p>\n<p>En 7 points, ils exhortent donc le Parlement europ\u00e9en, la Commission europ\u00e9enne, les gouvernements des membres de l\u2019UE et bien \u00e9videmment la Gr\u00e8ce \u00e0 agir urgemment.<\/p>\n<p><em>Ci-dessous nous reproduisons le communiqu\u00e9 de presse (en anglais)du 21.10.20 intitul\u00e9 \u00ab\u00a0<a href=\"https:\/\/www.oxfam.org\/fr\/node\/14723\" target=\"_blank\" rel=\"noopener\">Conditions in \u2018Moria 2.0\u2019 camp are abysmal, say GCR and Oxfam<\/a>\u00a0\u00bb d&rsquo;Oxfam international et du Conseil grec pour les r\u00e9fugi\u00e9s .<br \/>\n<\/em><\/p>\n<div class=\"c-block--box c-block--default\"><div class=\"c-block--box-inner\"><\/p>\n<h2 class=\"page-title\">Conditions in \u2018Moria 2.0\u2019 camp are abysmal, say GCR and Oxfam<\/h2>\n<p><span class=\"font-bold\">Published: 21st October 2020 <\/span><\/p>\n<p>&nbsp;<\/p>\n<p>The new temporary camp on the Greek island of Lesbos is even worse than the original Moria camp, with inadequate shelter, hardly any running water, limited healthcare services, and no access to legal aid, said the Greek Council for Refugees (GCR) and Oxfam in their latest \u2018Lesbos Bulletin\u2019 news update. The organisations call for the immediate relocation of all people seeking asylum in Lesbos to adequate accommodation on the Greek mainland and in other EU countries.<\/p>\n<p>The new site was built on a former shooting range after a fire destroyed the EU \u2018hotspot\u2019 camp of Moria in September. Almost 8,000 people \u2013 most of them families with children \u2013 now live in tents not fit for winter, some of which are just 20 metres from the sea. When Oxfam conducted a rapid protection assessment at the end of September, the organisation identified numerous risks to the people living in the camp including limited access to food and healthcare, insufficient measures against COVID-19, as well as no drainage and sewerage system on site.<\/p>\n<p>The tents lack a solid foundation and provide no protection against the weather including against strong sea winds and rains. Food is only provided once or twice per day, and according to residents, there is not enough, and it is of bad quality. Due to the lack of running water, many people wash themselves in the sea \u2013 this is particularly risky for children who could drown or get infected by wastewater from the camp. Due to the lack of toilets and showers as well as insufficient lighting in the new camp, women are exposed to increased risks of sexual and gender-based violence.<\/p>\n<p><strong>Oxfam\u2019s EU migration expert, Raphael Shilhav, said :<br \/>\n<\/strong><\/p>\n<p>\u201cWhen Moria burnt down, we heard strong statements from EU decision-makers saying \u2018No more Morias\u2019. But the new camp is rightly dubbed \u2018Moria 2.0\u2019.<\/p>\n<p>\u201cThe EU and Greek response following the Moria fire has been pitiful. Rather than relocating asylum seekers to proper shelters where they would be safe, the EU and Greece have opted for another dismal camp at the external borders, trapping people in a spiral of destitution and misery.<\/p>\n<p>\u201cThis approach is echoed in the new EU migration pact: it proposes more camps at Europe\u2019s borders to screen people seeking asylum. Experience shows that it is unlikely that resources will be invested to ensure a fair and efficient procedure. This means ordinary people using their legal right to flee conflict and human rights abuses will remain in limbo and despair, out of sight of the European public and politicians.\u201d<\/p>\n<p><strong>Natalia-Rafaella Kafkoutsou, refugee law expert at the Greek Council for Refugees, said:<\/strong><\/p>\n<p>\u201cWe are deeply concerned about living conditions in the new camp and urge Greece to relocate immediately everyone from the island. Though the government\u2019s plan to relocate all residents by Easter is welcome, it fails to address the squalid conditions in the camp, which will deteriorate in winter.<\/p>\n<p>\u201cThe government plan also does not provide a durable and coherent integration strategy, in order to avoid simply transferring a policy-made problem from the island to the mainland. This also means that European governments need to work together and ensure effective relocation across member states for those seeking protection in Europe.
